The voice of foreign investors is heard by the Russian Government
 
Moscow, 23 March 2011. New amendments to the Law on the Migration Enrollment of Foreign Citizens and Stateless Persons in the Russian Federation have been received with enthusiasm by foreign companies.

On 17 February 2011, in response to repeated requests from employers, business associations and FIAC member companies, the Ministry of Economic Development of the Russian Federation hosted a meeting for all interested parties, including representatives of foreign and local companies, the Federal Migration Service of Russia, the State Duma and the Presidential Administration.

The meeting resulted in a draft law designed to resolve the issues with respect to the migration enrollment of foreign nationals. The draft law was signed by the President of Russia after being passed by the State Duma in the third reading on 11 March 2011 and approved by the Federation Council.

The draft law contains the following provisions:

  1. Employers are put back on the list of hosting parties for migration enrollment purposes  
  2. A permanent employment address may again be given as the place of stay of a foreign national  
  3. The deadline for migration enrollment in accordance with the usual procedure is extended from 3 to 7 days
  4. Highly Qualified Specialists (HQS) who own residential premises in Russia may now act as hosting parties for their family members
  5. It is confirmed that foreign nationals are not liable for violations of the migration enrollment procedure, except for cases in which they are responsible for notifying the authorities of their place of stay
  6. The draft law clarifies the visa issuance procedure for HQS and their family members; additionally, family members of HQS may now receive training and be employed in the Russian Federation without any quotas or work permits.

The Foreign Investment Advisory Council (FIAC) was established on 29 September 1994 in accordance with Decree No. 1108 of the Government of the Russian Federation  to promote consistent and coordinated efforts by the Government to enhance foreign investment in the national economy. FIAC is chaired by the Russian Prime Minister. The chairman of FIAC's Executive Committee is the Minister of Economic Development of the Russian Federation.
